Since 2004, Kobayashi has served as an advisor to the Ginza Machidukuri Council, working to incorporate the community's opinions into various challenges, including district planning revisions and the formulation of future visions. Following the establishment of the Ginza Design Council in 2006, which discusses building and advertisement design in the Ginza area, Kobayashi has provided advice as an expert member on over 2,500 cases. Additionally, KMDW has contributed to the publication and updating of the "Ginza Design Rule," which summarizes the intangible aspects of Ginza's character along with the introduction of past consultations.
