To support the community’s desire to preserve and develop the traditions, culture, and customs that have long defined "Tsukiji, the town of food," and to continue protecting and creating its food infrastructure and distinctive townscape, a design council was established and design guidelines were formulated with the local community over a brief period of about six months, from 2023 to 2024. Since then, Kobayashi has remained involved in Tsukiji's town development as an advisor to the design council.
